Rwanda's transformation from the site of the 1994 genocide (800,000 killed in 100 days) to one of Africa's fastest-growing and best-governed economies is extraordinary. This tiny, landlocked country of 14 million (Africa's most densely populated) has a GDP of about $13 billion. Kigali is the cleanest city in Africa — plastic bags have been banned since 2008, and monthly community cleaning days are mandatory. Rwanda has achieved near-universal health insurance coverage and has more women in parliament (61%) than any other country. President Paul Kagame has been in power since 2000, and while the economic results are impressive, political space is tightly controlled.

Coffee, tea, minerals (tin, tantalum, tungsten — the "3Ts"), and tourism (gorilla trekking permits cost $1,500 each) are the main exports. The country has positioned itself as a tech hub — the "Singapore of Africa" aspiration includes hosting the Africa headquarters of several tech companies. GDP growth has averaged 7-8% over two decades. Rwanda hosts major international conferences and has become a hub for drone delivery (Zipline) and digital innovation. The economy is heavily aid-dependent, with foreign assistance comprising about 30% of the budget.

Rwanda's mountain gorilla population has grown from about 250 in the 1980s to over 1,000 today — one of conservation's greatest success stories. The country processes about 80% of its criminal cases through community-based Gacaca courts, a traditional justice system adapted for genocide reconciliation. Rwanda's Akagera National Park reintroduced lions and rhinos after they were wiped out during the genocide — the park is now a Big Five destination.

Rwanda's development model delivers results but at the cost of political freedom — it's the authoritarian development debate in its purest form. The economic trajectory is impressive, but the succession question (after Kagame) is the elephant in the room.
