The Maldives is the world's lowest-lying country — a chain of 1,192 coral islands (187 inhabited) with an average elevation of just 1.5 meters above sea level. The population of 520,000 has a GDP of about $6.5 billion, almost entirely from luxury tourism. The country is the poster child for climate change vulnerability — a 1-meter sea level rise would submerge 80% of the territory. Male, the capital, is one of the most densely populated cities on earth — 250,000 people on a 6-square-kilometer island. The Maldives was a little-known backwater until the first resort opened in 1972; now it's one of the world's most aspirational travel destinations.

Tourism accounts for about 30% of GDP directly and over 60% indirectly. The country attracts about 1.9 million visitors annually, with overwater bungalows commanding $1,000+ per night. Fishing (particularly tuna) is the traditional industry. The Maldives imports nearly everything — food, fuel, construction materials. China and India compete for influence through infrastructure projects, with the Maldives playing both sides. Government debt has risen sharply to about 115% of GDP.

The Maldives held the world's first underwater cabinet meeting in 2009 — ministers in scuba gear signed a document calling for global carbon emission reductions. The country's bioluminescent beaches, caused by phytoplankton, create a "sea of stars" effect that's become a viral tourism draw. The Maldives was a Buddhist country for over 1,000 years before converting to Islam in 1153 AD.

The Maldives is simultaneously one of the world's most desirable destinations and one of the most threatened. The luxury tourism model works brilliantly today, but the existential climate question looms over everything.
