🇵🇷 Puerto Rico

Puerto Rico is a US territory of 3.2 million people with a GDP of about $115 billion — larger than 15 US states. Puerto Ricans are US citizens but can't vote in presidential elections and have no voting representation in Congress. The island has been in a fiscal crisis since 2006, filing the largest municipal bankruptcy in US history ($70 billion in debt) in 2017. Hurricane Maria in 2017 killed an estimated 3,000 people and caused $90 billion in damage. The population has declined by about 15% since 2010 due to emigration to the mainland US. Despite the challenges, Puerto Rico has a thriving pharmaceutical industry — it produces about 25% of all pharmaceuticals exported from the US.

Pharmaceuticals and medical devices (about 50% of manufacturing output), tourism, and federal transfers are the main economic drivers. The island's Act 60 tax incentives (0% capital gains, 4% corporate tax for qualifying businesses) have attracted crypto investors and mainland businesses. The Jones Act requires goods shipped between US ports to use US-built, US-crewed ships, adding about $1.5 billion annually to the cost of imports. Unemployment is about 6%, but labor force participation is very low at about 40%.

Puerto Rico's bioluminescent bays (Mosquito Bay on Vieques is the brightest) are among the most spectacular natural phenomena in the Caribbean. The island's Arecibo Observatory housed the world's largest single-dish radio telescope for 53 years until it collapsed in 2020. Puerto Rico has held six status referendums — statehood has won the last three, but Congress hasn't acted.

Puerto Rico's status limbo — neither state nor independent — is the root of many problems. The pharma sector and tax incentives provide economic anchors, but the population decline and infrastructure deficit are serious. Statehood or independence would at least resolve the governance ambiguity.
